I think that's true. Everyone knows that there are "non-presentable" universities. They may have bad teachers, or bad circumstances for learning. But if a person wants to learn, she will learn and will work for herself. There are not enough people to think about what the conditions would be for a person to study well and get a good education. It is permissible to study in such a university Tom. Tom wants to learn very well and it's bad for him.
